Where suppliers are required to pre-qualify for a tender, buyers will normally issue a Pre-Qualification Questionaire. The PQQ will usually be made available to all companies that respond to the tender notice and will normally be free of charge. (In certain tenders a buyer will evaluate the supplier's Expression of Interest (EOI) in order to determine which suppliers should receive the PQQ.)

PQQs are used to obtain information about potential suppliers and are normally divided into the following sections:

The buyer will evaluate all PQQs and those companies which achieve the required benchmark will be invited to tender.
